Thanks, this sort of worked, I then got another missing header, insel.h or
similar... after running make separately in some of the sub-directories I
managed to get it to complete the make install
Now to get mod-mono working :)

I had a similar problem in the past, after I reinstalled my OS, and was
because I forgot to add /usr/local/lib to the load library path.
Are you sure that libicui18n can be found in the paths declared in
LD_LIBRARY_PATH or /etc/ld.config?
