I'll chime in real fast.

We have been working on a C# ide called MonoDevelop. We will be
releasing a 0.1 next week.

Right now you can compile and use snapshots from
http://devservices.go-mono.com/MonoDevelop/ however its dependency tree
is a bit heavy right now.
