for what it's worth (not much, likely), I had started working on a charset sniffer a while back that seems to kinda work for the subset of charsets that I picked for it to know about.
You can find it at http://primates.ximian.com/~fejj/src/charset-foo.tar.gz Not what I would call 100% reliable tho... that and it's a huge bloody table.
