note that there are now express versions of vs.net ( in beta now ) that
are free. Its good that borland have offered an alternative, however

Has anyone built Mono's MCS/Class libraries with it or GTK# with it?
It requires the standard .net framework from microsoft so compiling mono
with it will be no different than using the csc from the commandline. ie
there is no borland c# compiler just an ide that uses the ms tools.
