Over a year ago a bought on ebay the Microsoft Press books "Microsoft Visual
C++ .NET Deluxe Learning Edition" and "ASP.NET programming with Visual C#
.NET Step by Step" which came with the full standard version of Visual C++
.NET 2002 and Visual C# .NET 2002, respectively. Together they didn't cost
me more than 70$US including shipping, so you might want to look ebay also.

Here is a Visual C# .NET Deluxe Learning Edition (with version 2003) for
under 30$

I am currently using the Visual C# .NET 2005 Express beta 1 (with .NET 2.0
beta 1), but it is also meant to be non-commercial, even if it is much more
mature than I had enticipated, and pretty complete.
