You might want to see www.mono-project.com, there is a good FAQ where to start. From there you should search for, or post here, for specific problems/solutions.

Yes, there are IDE's to mono. First Monodevelop it's free and supported by the mono project itself, yet lacks somethings like a GUI designer - anyway, you can just use glade to do your GUI. There is also a paid, afaik with a free demo, called X-Develop, it has a GUI designer buildin but I've been told that it sucks.

Just as an informative note, GUI designers to gtk and asp.net are on their way. They are called stetic and aspeditor and you can checkout them from mono svn repository.
