I would like to know if the changes that one makes in a config or
aspx file in a web application would be automatically picked up as in MS IIS. I read that this was true of the older mono versions.

Use control panel: http://www.mono-project.com/Mod_mono#Control_panel

Can one do this programmatically?

No, the only way to restart a mod-mono-server (besides killing and
starting the process yourself) is through the control panel.

My hoster my not allow this because its a security risk.

In the forthcoming release, the control panel will let you restart
mod-mono-servers individually (rather than all of them, for a given
root/virtual host). Your hosting provider could then password protect
the appropriate control panel URLs through the usual Apache directives
for password protection to make sure only the right people can restart
the right mod-mono-servers.

This solution is a bit crude, so suggestions are welcome.
