Not from scratch, but you could get a copy of mkbundle from here:
http://svn.myrealbox.com/viewcvs/trunk/mcs/tools/mkbundle/
and compile it with gmcs:
gmcs -r:Mono.Posix.dll -r:ICSharpCode.SharpZipLib.dll
-resource:template.c -resource:template_z.c
-out:mkbundle2.exe mkbundle.cs
Then use `mono mkbundle2.exe' instead of `mkbundle'.
