Sorry to jump in but I'm not sure if this last statement is totally
correct. I'll demonstrate it with an example:

- Programmer A releases program X under the GPL.
- Vendor A asks some programmer B to change program X for a business need.
- Programmer B makes modifications to program X and calls it program Y,
giving it a GPL license (as it is mandatory for him), and then gives
program Y (along with its sources, as it is mandatory by the use of the
GPL) to Vendor A, without releasing it to the public (although he could
do it if he wanted).

Result: there have been modifications that have not reached programmer A.
