I believe what's going on here is that some widgets, like labels, don't require their own Gdk.Window so they just draw on their parent. The problem is that these widgets will *always* appear under widgets that have their own Gdk.Window. EventBox is a widget that draws nothing but intentionally creates a Gdk.Window for itself. It's intended to be used to capture events to things like labels -- since there is no window to capture the click, you can't tell which widget received the click except that you know the nearest parent got a click.
