At this point, I'm beginning to think this is a real issue. I'm investigating
the history of "metadata/loader.c" as this appears to be the low-level code
for finding libraries.

I've got a ton of logs on this and would like to help resolve it.  Things
I'm going to try next

1. Add more trace info to "loader.c"
2. Run my SWIG apps in Mono2.4 for Windows (its working in .NET).
