I assume that the PC/Mac versions of the Unity runtime *dynamically* link Mono, so end-users can replace the Mono library that Unity uses. Since this would comply with the terms of the LGPL, it would *not* require a commercial license. This clearly isn't possible with the Unity Wii and iPhone ports, so those versions have a commercial Mono license.
