Yes, it can do both. You need to use the Process object in System.Diagnostics to kick off an instance of MPlayer. Launch it with the -slave argument, and pass in the handle to your window/control that you want MPlayer to draw in with the -wid argument.
You will need to redirect the stdin/out/err to control MPlayer and get feedback from it. The docs on slave mode are here: http://www.mplayerhq.hu/DOCS/tech/slave.txt. There are lots of useful arguments, like -idle which will prevent MPlayer from exiting if it doesn't have anything to play.
