I haven't tried it but may be wort looking into using vlc, there are several
wrappers and as far as i know the viewer can be embedded into a windows form
so the individual frames are most likely available somewhere.

Or if you don't have anything against install wine you can use avisynth, I
seem to recall that there is a C# wrapper for it and would be relatively
easy to do what you want.
