According to the article you need to run the Ubuntu virtual machine then once running Ubuntu you'll have the Sugar OS Emulator on the desktop. It wasn't clear what the format the virtual machine is but I'd guess it's either Virtual PC, VMWare, or VirtualBox. All of these are free, you just need to figure out which one you need.
