Your machine.config in your mono installation should include configuration sections like this (I believe there indeed are): https://github.com/mono/mono/commit/811c1b3bddf8d252e8cbcb105da9f7aeebabe671#data/net_2_0/machine.config
If it exists, then <system.serviceModel> section should be recognized.
