I found kind of a weird thing that might ring a bell for somebody reading this.
When I'm running unit tests with with Mono's integrated nUnit and running with the Mono debugger, I can read and save user settings. However, when I try to run this in a CLI project, I get the message that I posted previously: Type 'System.Configuration.ClientSettingsSection, System, Version=4.0.0.0, Culture= neutral, PublicKeyToken=b77a5c561934e089' not found. System.NotImplementedException: The requested feature is not implemented. This is really weird; I can't figure out why it would be working when run in nUnit but not working when run with the command line interface. Any ideas anybody?
