Well, what is wrong is the page title part. To visit there you should have followed from a link in this page
http://go-mono.com/status/

The link you linked is in the section that is titled ".NET 4.0 vs .NET 4.5" which shows "what's new in .NET 4.5 as compared to .NET 4.0" which is used to indicate what are new to implement.

Hey guys,

After a quick search, I found that System.Speech is apparently supported in
Mono (
http://go-mono.com/status/status.aspx?reference=4.0&profile=4.5&assembly=System.Speech
<http://go-mono.com/status/status.aspx?reference=4.0&profile=4.5&assembly=System.Speech>
).

However, this actually appears to be incorrect. Neither the 2.10.9 nor the
3.0.9 repositories seem to have any assemblies or reference to this library
at all. What's going on?

Thanks in advance.
