I believe this is a packaging bug. You should bring it up in a Debian
bug or in the #debian-cli channel (http://wiki.debian.org/IRC/).

Oh, or it could be a broken install, how did you install Mono 3.0.3? If you compiled from sources, did you make sure to remove the mono system packages first?
