I hope I'm writing this Mail to the correct E-Mail

One of my hobbies is programming OpenGL. I'm now
about to change my language from C++ to C# (because of better .NET support, I'm
using CSGL). I just wanted to ask you if it is possible that my applications
work platform independend and if which libary do I have to use. I read that
system.windows.form is not supported in Linux. Does the winelib run in Windows?
Is it possible to use CSGL with winelib??
