So,
this maybe what we need. Now, if we can translate from J#, the
language NFLOP is written, to C# language, we will be in good shape. And if
we can get it to run on mono on linux, even the
better!

There is a java library that generated PDF based on xsl-fo
formatted xml documents. Perhaps there is a way to reuse this for your
problem.
It would be nice if that library could easily be translated in
C#. Generating PDF is very useful. I think that's out of topic
though.
