I solved this problem by creating the directory #cd /var/www #mkdir .wapi #chown apache:apache .wapi #chmod 700 .wapi
Permissions of 700 seem to be acceptable for the .wapi directory. For others having issues with this; if you are getting a different directory other than /var/www specified; this is caused by the home directory for the "User" parameter specified in the httpd.conf file (on my machine the "apache" user has a home directory of /var/www).
