Have You tried to run under mono on Windows?
If that is OK You should be fine - with giving out just exe
As a side note, I don't physically own a mac so I can't use a mac to
develop.
This is how I started (until I got Mac) with several smaller WinForm apps.
They are not the most beautifull, but it works.
