So, I tried with empty InitalDirectory, with "/root", with "D:\Programs" and whatever... No exception, nothing. If InitialDirectory isn't found it uses the current directory. My guess is, that your installation picks up the wrong System.Windows.Forms dll as I fixed this not so long ago...
