Ok, I think I figured this out because I hit it too. It seems like Google's latest Android SDK can't run the emulator if you install to a location that includes spaces in your path.
Try uninstalling the Android SDK, and install it back to a place that doesn't have space in it, like C:\Android. This seems to be a new regression for Google, as I've always had it in Program Files before, but it didn't work on my new laptop.
