The emulator itself is not provided by Xamarin. That is part of the goolge SDK. So by default it won't have any of the Mono for Android samples on it. You have to compile and deploy a sample to the emulator.
After that the sample should be listed in the app list on the emulator. You could also have VS start the app by running debug and selecting the emulator.
