Where did you lower it? :-) I realize that this is confusing, and thus we need to improve this, but there are two (yes, two) places version numbers are listed. There's the TargetFrameworkVersion, and then there's the Mono for Android Application / Minimum Android version. Make sure that you're setting the TargetFrameworkVersion when you build your package. You may need to clean + rebuild your project.
