Every developer who has downloaded Mono for Android should have gotten an email
with the subject "Mono For Android 4.0 is Here!" At the bottom of that email,
it states:
If you're using Visual Studio then you can download and install the
update manually.
This contains a link to the updated installer, so this should serve the
notification you requested. :-)
Fortunately this release includes an update notification system for Visual
Studio...
