Hey Wally, There's a file in the device, /data/system/packages.xml (possibly /dbdata/system/packages.xml), that keeps the currently installed packages and respective versions. Could you check if the Mono packages are listed there and what version they are, and if for any reason when you reboot the emulator that data changes? I get that sometimes, but usually uninstalling the packages fixes it, but I'd be interested in knowing what exactly android reports in your case.
