Your impression is incorrect. Android states that the 
/manifest/@android:installLocation was added in API 8:

If you need to have <TargetFrameworkVersion/> target API 7 (e.g. for sane code 
completion), you can edit your Properties\AndroidManifest.xml and set the 
/manifest/uses-sdk/@android:targetSdkVersion attribute to 8. This should cause 
Mono for Android to use the API 7 Mono.Android.dll (for code completion) and 
the API 8 android.jar (for AndroidManifest.xml processing), allowing you to use 
the /manifest/@android:installLocation attribute.
