Sorry, this is a bug. We were using $(TargetFrameworkVersion) to control
whether we kept the /manifest/@android:installLocation attribute, when we
should have been checking for and using //uses-sdk/@android:targetSdkVersion.
This will be fixed in 4.2.4.
