Followup:
FYI for anyone in my former situation: the "Target Android Device" is now
working for me too. I can select between "Prompt For Device" and a specific
AVD. I did upgrade to 4.2.5 a while ago, but that is all. So apparently if
you're having trouble with that widget, you might try being patient.
(I still have to explicitly Right Click | Open With | Android Designer to
edit .axml files in designer view even though it's marked as "Default" on
that screen, but that's actually how I like it.)
