I think this would be a great idea but it is unfortunately too late to
have a new package in Squeeze.  So, I think you should package usher for
experimental together with monotone 0.99.1.  Also, please pay particular
attention to the combined configuration of usher and monotone.  Ideally
it should work out of the box with a reasonable default; failing that a
couple of debconf questions might be necessary.

I suggest you use branch org.debian.monotone-server-usher.

After usher, it might be a good idea to consider a more complete
solution that wraps monotone in a nice web front-end such as trac or
indefero.
