1 - Make sure you have a working tree with changes.
2 - In a terminal window do:

    monotone commit --message "Just a change"

    and when asked for a passphrase do NOT enter the passphrase
    but let monotone wait.

3 - In another terminal window in the same working directory do

    monotone commit --message "The same change"

And this should do it.

I hope I have time this weekend to get monotone compiled myself. 
If so I will try to reproduce the issue.
