Hrm, this is curious. There definitely was a bug in the suspend cert
code here. I noticed it because after I synced all my suspend certs
it immediately started happening to me. I committed the fix an hour
later.
Before my fix, the suspended branches were not included in the count
of revisions. This meant that a user with suspended branches would
repeatedly receive those revisions because the local mtn was telling
the remote mtn that it didn't have them.
If both ends of the connection are either pre-suspend or post-fix
then there shouldn't be a problem though. The suspend certs should
just be transferred as normal.
