I agree.  However, people forget.  Maybe those who read the commit
logs regularly could keep an eye open for bigger changes and take it
upon themselves to pounce the committers at appropriate times, as part
of some kind of peer review thinking...  I'll try to remember doing so
myself, since I am one of those readers...
