I've had this happen to me a couple of times. Try the following:
1. Delete ~/Library/MonoTouch/License
2. Reinstall MonoTouch
3. At this point you should be prompted to activate. 

If you're lucky, activation will work and you'll be done. If not, try
connecting your computer outside of any firewall and try installing
MonoTouch again. That's what I had to do to get activation to work. (When I
was behind my firewall, I got an error message telling me my computer wasn't
connected to a network.)

Assuming all goes well and we once again have access to tech support you can
have them create a license file and send it to you. That's what I had to do
when I first installed MonoTouch.
