There was something a while back about the .NET network controls (eg WebClient) using sockets, not the NSxxxx versions. the NS ones trip a timer, which keeps the network open, otherwise it times out.
Have a look on monotouch.net or github for the reachability stuff - I think thats uses the NS stuff to work out if the remote network is available. That should keep it alive. In most circumstances, timeouts are good.
