This was actually filed as a bug in
http://bugzilla.xamarin.com/show_bug.cgi?id=52

It'll be fixed in the next release of MonoTouch, but the (regretfully
hackish) workaround listed in comment 0 (duplicating the 4.3.sdk directory
and naming it 3.2.sdk) fixes the issue.
