Hello Pavel, System.Security.dll (which provides types inside System.Security.Cryptography.Xml) is not part of MonoTouch since it was not inside the original Silverlight profile on which Xamarin's mobile products were based. However you can likely compile this assembly from source and, with a few changes, get it to work on MonoTouch. That will give you xmldsig and xmlenc support.
