Supposedly iSpeech will do it and has a Monotouch wrapper (supposedly again), but it does have a cost associated.
My first software architect job, coincidentally, was writing voice recognition software long ago on 8088 systems (yeah, I'm that old, haha) - of course I've forgotten all of that, and, well, voice recognition is complex enough not to be a "roll your own" when just desired as "additional functionality".
