in csproj it will be created...
I have investigated WP mango csproj has <NoStdLib>true</NoStdLib>, but
cannot be unchecked in VS2010.
Can You try adding manually in csproj and see if checkbox appears?!?!

Check if You can see "Advanced". It is usually "covered" by Output or some
other window and people do
not scroll down...
