M_Boats: Raising the rudder

Here is a good soulution to raising the rudder. I found it on a West 
Wright Potters page. It is a simple soulution to being able to raise and 
lower the rudder without a lot of fuss and hard work.

this works on several boats that I have seen and will work on  a Montgomery.
