Ali,Nope, Moose is an extension of Perl 5 only, it does not change the language to that level.
There was a recent CPAN upload though that seems to do something close to .? it just spells it the more Ruby-ish ->andand (http://search.cpan.org/~leont/Scalar-Andand-0.03/lib/Scalar/Andand.pm )
