My best guess is it's a rendering thing. The browser sometimes is able to
run your code faster than it can render the document. Try adding a delay to
the creation of your tip. Just wrap your tip creation with:

(function(){

}).delay(200)

and see if that helps.

Also note that you can call the position method on the tip to have it
reassert it's location.
