1 - Joomla 1.6 is still in beta with moo 1.2.x, but there is talk that
the final version will be moo 1.3 based
2 - I am not part of Joomla dev team, so I am not in the know of "big
guys" decisions
3 - decent Joomla devs not belonging to Joomla dev team have long ago
developed workarounds to use whichever Mootools versions they choose,
front-end wise.
