I know exactly what you mean. At my last company we supported IE6, but I still fought and fought it until they upgraded. It was like pulling teeth, but persistence led to something better. (Also, upgrading to Windows 7 didn't even allow for IE < 8. ;) If at a company, I think it's still our responsibility to urge the IT department to upgrade....
