I think this second chance purchase is nonsense and just another way for ebay to get higher fees from sellers and get buyers to pay far more than they should.  Last week I got a second chance offer from a woman and it went like this.  Dear Buyer, the high bidder has never answered my emails and I would like to offer it to you since you were second at your bid.  The bids were     

high bidder 88
my bid          87
next bidder 26
last bidder 25

I told her that if the high bidder had not entered the auction I would have paid 27 and not 87 and refused to buy it.  I recognize that I was willing to pay 87 but it was a snipe bid and many times the snipe bid is higher than I really want to pay and I take a chance.  This was one of those chances.  Mostly you win and sometimes you lose but if the high bidder was a phony or a shill, why should I get stuck being maxed out.  I told her this and said I would be fair and split the difference which she refused.

In any case, ebay loves this because now if the second chance bidder gets it, they get a commission from the seller at a high price and the seller loves it because they got virtually the bid price from the second legitimate bidder.
