PayPal makes amends for recent outage SAN JOSE, Calif. (AP) — Online payment service PayPal said it will essentially waive transaction fees for some customers on Thursday to make amends for the inconvenience caused by about five days of intermittent service outages earlier this month. An untold number of PayPal's 56.7 million users were affected when online access was disrupted between Oct. 8 and Oct. 13 due to problems stemming from a sweeping upgrade of the PayPal system. "It's designed to thank our customers for their ongoing business and their patience as we worked through our site issues," said Amanda Pires, a spokeswoman for the eBay-owned company. PayPal is a common method of payment for eBay auction purchases and is gaining in popularity among customers of other online retailers as well as in money transactions between individuals in the off-line world. The service disruption made it hard for some online sellers to complete deals. Thursday's "Thank You Day" will apply to sellers using PayPal who are normally charged a fee ranging from 1.9% to 2.9% per transaction. But according to the Web site, the program will not apply to sellers from the countries of Austria, Belgium, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Luxembourg, Monaco, Netherlands, Portugal, Spain, Sweden, Switzerland, and the United Kingdom. Users will still see the transaction fees as they conduct business Thursday but PayPal will keep track of them and credit the amount back to sellers' PayPal accounts by Nov. 25. EBay executives said last week they did not expect the technical mishap to affect the company's fourth-quarter earnings.
