Yes, this has already been done after this last incident and after my post to MoPo the other day. I figured she would see the posting here and contact me.  I hesitated "blocking" her initially because I do remember her being a MoPo member and figured she would probably have a little more integrity than the average Ebay deadbeat and also because she eventually did pay for the item.  Now that she has pulled this again and after almost a month without even having the courtesy to respond once to my numerous emails, possibly explaining that there is a problem or that she still wants the item and by leaving her phone off the hook when she is at home, with no voicemail during the day, it's obvious she is trying to avoid me. Yes, I know "blocking" is useless as the person can always use someone else to bid on an item or she could always get an additional Ebay account.  What a waste of my time.  
Talk about "deadbeats".  A person won a poster from me on Ebay, never paid even though he promised to many times.  I relisted the poster, sold it again to the same person under a different Ebay User ID, never paid for it.  Listed it a third time, sold it to the same person again, under a third new Ebay User ID and am waiting for payment.  I probably have lost about $15.00 in listing fees.  I make sure that the person gets kicked off of Ebay each time, but what a hassle!!!!!!!!

This is what the ebay "blocked bidder/buyer list" is for.  When a person is a buyer that you have trouble with, why not go ahead and block them from bidding again?  It is not perfect because a person can bid through a friend, but it does work at least once if a person is a sniper.  This is because when they are blocked from bidding as a sniper, the auction will be over when they get the results from ebay about not being able to bid.  Claude Litton
